Some places In Europe (think poss Switzerland) when you are getting a dog it is compulsory to do a short training course, I think that is a brilliant idea, I also think the owners should be registered rather than the dogs, (although they could still have some registration tags that the dog wears) and that anyone wanting to breed should have to apply to get that added to the licence...I'm sure I could think of a few other things, I know these things would be hard to police and that there would still be accidental matings but it would be a start, probably cost too much which is why they don't bother.
